There are two different map tours. In a Guided Tour, the viewer sees the images in the order that you determine. In Explorer, the viewer interacts with the map and chooses what to look at in any order they decide.
In this example, I demonstrate a Guided Tour.
1. Click on the "Add Content Block" icon.

2. Scroll down and click on "Map tour".

3. If you have photos that are geotagged (your camera's location feature was turned on when you took the picture), you can upload your photos. Otherwise, click on "Start from scratch", which is what I'm doing in this tutorial.

4. Choose the type of tour and the layout focus, then click on "Save". Here, I chose the "Map focused" Guided tour.

5. Click on "Add image or video".

6. Either upload media from your computer (click "Browse your files") or Link to media by pasting the URL, then click "Add".
Note the copyright statement: Only include media that you have permission to use or that will not violate copyright laws when published. All of my images either don't have copyright or have a CC-BY license (they are free to use as long as I include the photographer's name).

7. Add a Title and description, then click on "Add location".

8. Zoom in to your location and click to add a point. Choose a "Zoom level" and click "Add location".

9. Click "New slide" in the lower right corner and add as many slides as you want following steps 5 - 8.

10. When done adding locations, click on "Preview" to see what your Guided Tour will look like. The icons at the lower right are for previewing what the page will look like on a phone, tablet, computer, and in full-screen mode.
